The project is coordinated by the Warsaw University of Technology in cooperation with the Polish Rectors Foundation and the national conferences of rectors in Poland (CRASP) and Ukraine (URHEIU) with the financial support of the Ministry of Science and Higher Education of Poland.
The project is led by prof. dr. hab. Jerzy Woźnicki, Faculty of Administration and Social Sciences, Warsaw University of Technology, President of the think-tank Polish Rectors Foundation - Institute of the Knowledge Society.
The project idea is to develop cooperation between Polish and Ukrainian rectors in the sphere of governance in HEIs in search of the desired balance between governance and self-government of the university, with reference to the experience of both countries and international practices. The project is based on previous cooperation and agreement between CRASP and URHEIU, as well as on the assumptions of the Tripartite Agreement CRASP-URHEIU-Polish Rectors PRF, which boosts the collaboration on the level of academic stakeholders, besides intergovernmental and interinstitutional cooperation. The project was inspired by the findings and recommendations of the EUA project ATHENA on strengthening the position and capacity development of the national rectors' conference in Ukraine.
The main goal of the project is to contribute to the improvement of higher education governance in Ukraine and Poland with respect for the academic values, traditions and considering good practices and international experience.
The target group: university management staff in Poland and Ukraine (decision makers): rectors, vice rectors, national conferences of rectors in Ukraine and Poland.
Before 2018, the cooperation of national rectors' conferences was funded by Polish Rectors Foundation and CRASP. Since 2018 the project implementation period covers 3-year cycles: 2018-2021, 2022-2024, 2025-2028, and includes the following activities:
- Analyses and study of the selected systemic issues of higher education governance on Poland and Ukraine (e.g. higher education funding; rankings and university strategy; university governing bodies, statutes as the main regulation; academic careers)
- Expert meetings and seminars
- Polish -Ukrainian rectors’ study visits
- Polish-Ukrainian rectors’ seminars and debate on the selected issues.
- Project promotion, promotion of the Polish-Ukrainian academic cooperation and learning trends and best practices from EU institutions and stakeholders.
The project team prepares annual progress reports and a final report on project research outcomes.
The rectors’ debates are grounded on the results of the studies conducted within the project (it means debates are supposed to be research and evidence-based, which guarantees integrity, transparency, and good governance). These studies are being conducted by the Polish and Ukrainian researchers, experts and specialists in higher education governance. The results, draft recommendations and reports are sent to rectors as material for the debate and a future joint statement.
The Joint Statement of the Delegation of Conferences of Rectors is adopted by rectors of both delegations who participate in the debate and then is sent to rectors and ministers of both countries, as well as it is being used in further policy making and advocacy activities.
